Lawyer; served in the U.S. Army during World War I; member of Alaska territorial House of Representatives, 1933-34, 1943-44 (1st District 1933-34, 3rd District 1943-44); U.S. Attorney for the 3rd District of Alaska Territory, 1933-42; delegate to Democratic National Convention from Alaska Territory, 1936.
